The Regulations governing the import of arms and
arrunit or into bina are well-known to me, and I do not,
of course, question their validity; but t.ose regulationa
provide no authority or exoice for the action of the Swator
police in removing certai 2016 and ammunition from kr. 180
Yee e's Loune.
The position is as follows: en visiting Fr. 160
Ieu Sreeds house, wie police discovered bcre certain arms
and ammunition belonging to him. Reither te police nor any
local autority possess any kaowledge as to now he came by
tu, and unless it can be proved that u acquires ten in
an illegal manner, it must be presweerd buat ne duly >bserved
tie regulations. The police have no rigut watever to
remove any articles from the house of a ritis. subject on
we alleged grounds that sun. articles nave been smuggled
into China at some previous date, unl se tue authority of
this Consulate oas been first obtained.
If it is suspected
that he acted contrary to the regulations, it is for tuo
proper authorities to prosecute hi in tus Court to high he
is amenable, namely in this Consular ourt, where tue matter
